Message from the UN Secretary-General Kofi Annan
to the first meeting of the Commission on Human Security
Greentree Estate, 8-10 June 2001



Achieving human security is one of the highest challenges of our time. The Millennium Summit identified the twin goals of "freedom from fear" and "freedom from want" as critical issues to be dealt with.

In this respect, I warmly welcome and support the establishment of the Commission on Human Security, Co-Chaired by Mrs. S. Ogata and Prof. A. Sen, and its distinguished members.

The commitment of the United Nations to peace and security includes a number of initiatives that are closely intertwined with ensuring human security. I am confident that the Commission will help the United Nations to further promote its engagement in this vital dimension of its work. Most importantly, I hope that the Commission's recommendations will translate into concrete actions that will make a difference for individuals and communities whose security is under threat.

I also consider the establishment of the Commission as an important complement to the existing Trust Fund on Human Security established at the UN by the Government of Japan.

I regret not being able to attend the opening of the first meeting of the Commission as originally planned due to other pressing engagements. Let me assure you, however, that the UN has a deep and direct interest in your work and that it will closely follow it.

I am looking forward to learn about the outcome of this first meeting and the conclusions of the work of the Commission, and wish your deliberations every success.
